
Daniel Blackman, M.Ed., J.D. Staff Attorney
Daniel Blackman serves as Staff Attorney for the School District, providing legal counsel on student, employee, and operational matters. His work includes policy development, governance support, and ensuring compliance with state and federal education laws.
He represents the Superintendent in litigation before the State of Florida Division of Administrative Hearings involving employee and student discipline, as well as due process disputes under Section 504 of the ADA and the Individuals with Disabilities Education Act. Mr. Blackman also serves as the District’s chief negotiator for collective bargaining, leading negotiations with employee unions and supporting collaborative labor‑management relationships.
He holds a bachelor’s degree in history and a master’s degree in education from the University of Florida. He began his career as a teacher at Forest High School before earning his law degree from Florida International University, where he also served as a Gubernatorial Fellow and worked with both the Florida Department of Education and the U.S. Department of Education.
After law school, Mr. Blackman joined the Florida Department of Children and Families as an attorney, first as a litigator and later serving on the leadership team as a statewide trainer. His combined legal, educational, and public‑sector experience strengthens his commitment to supporting equitable, compliant, and student‑centered practices across the District.
