Student Cell Phone Use Restricted During the School Day

Starting July 1, 2025, Florida House Bill 1105 placed new limits on when students can use cell phones and other wireless devices at school:

  • Elementary & Middle School Students are not permitted to use phones at all during the school day.
  • High School Students may only use phones during class if a teacher explicitly allows it for educational purposes.

This new law is designed to minimize distractions and enhance student focus. For more details, please review the updated Student Code of Conduct after August 26.

The bill establishes statewide restrictions on student cell phone use and creates a pilot to evaluate full-day prohibitions. The bill:

  • Prohibits device use by elementary and middle school students during the school day.
  • Prohibits high school use during instructional time, except as authorized, with teacher-designated storage areas and board-adopted usage zones.
  • Provides exceptions for medical or educational needs.
  • Requires the DOE to study full-day restrictions in high schools in six districts and submit a report with a model policy by December 1, 2026.
