Information on Controlled Open Enrollment, Professional Courtesy, and Sibling Transfer is listed below. All School Choice applications are submitted online using the School Choice application process. You will need the Student ID for each student for each application. Controlled Open Enrollment
Has been established by state statute. Parents can choose to enroll their students in any school that has capacity. A school is considered to have capacity if under 90% of Florida Inventory of School House (F.I.S.H.) enrollment. Applications are accepted through the third quarter of each school year. Applications are submitted online using the School Choice process. Applications are accepted for the following school year starting April 1, after school capacities are determined. Transportation is not included, and students will be treated as out of zoned. State statute requires that school districts post capacity by grade level on the district website and keep waitlists for schools closed for Controlled Open Enrollment. School capacity information is listed on the Controlled Open website.
Sibling Transfer
If a student is currently assigned to a school, any sibling
residing in the same primary household can apply for a sibling transfer to
attend the same school. Sibling transfers are allowed until a school reaches
100% FISH capacity. If a school is over 100% capacity, students enrolled at a
school under Sibling Transfer will be allowed to remain until they phase out of
the school. Special provisions are made for siblings of ESE placements. Applications are accepted starting on April 1st for the following school year. Transportation
is not included, and students will be treated as out of zoned.
Professional Courtesy
Full-time employees of MCPS can apply for Professional Courtesy
transfer of their residential children (natural/foster/adoptive/exchange students)
to attend the school closest to the employee’s current work location.
Applications are submitted online using the process on the district website. A new professional courtesy application is required each year. If an employee changes work location, the
professional courtesy school will change. The mileage travel chart produced by
the finance department is used to determine distance. Professional courtesy
transfers are allowed until a school reaches 100% FISH capacity. Once a school is 100% FISH capacity, the only transfers allowed
are to an employee’s work location. Special considerations can be brought to
the Area Superintendent or Senior Executive Director over the school. If a school is over 100% capacity,
students enrolled under Professional Courtesy will be allowed to remain until they phase out of the school
as long as the employee’s work location does not change. Applications are accepted starting on April 1st for the following school year.
Transportation is not included, and students will
be treated as out of zoned.
Change
of Address
If a student is actively
enrolled in a school as a zoned student and the primary parent has an address change
outside the current school zone, the student can remain at the school until the
end of the school year. The student will be enrolled in the zoned school the
following year. Transportation is not included, and students will be treated as
out of zoned.
Intent
to Remain
Starting with the 2024-2025 school year will no longer be an option. Students currently enrolled under Intent to Remain
can remain until they phase out of the school.
Senior Privilege
Rising 12th-grade
students can remain for their senior year if their address changes their
11th-grade year. Parents will complete the Senior Privilege form provided by
the school. Educational Choice students who exit a choice program voluntarily
or for non-performance are not eligible for senior privilege.
Proposed
Move
Parents can
enroll in the school zoned for a residence under the proposed move if they have
a signed purchase/build/lease contract. The student will be enrolled as an
out-of-area student using the current residential address. Once the move
occurs, the new address will be updated in the system. If the parent has not
provided the updated address information, the student will be enrolled in the
zoned school the following year. Transportation is not included as long as the
student is out-of-area.
